Level 1, 2 and 3 Chimney Inspections Explained

Chimney inspections are grouped into three levels defined in NFPA 211. Each level builds on the one before it. Knowing the difference helps you ask for the right inspection and understand what you are paying for.

Level 1: the routine annual check

A Level 1 inspection covers the readily accessible portions of the chimney, its exterior, interior and accessible parts of the appliance and connection. The inspector verifies that the chimney structure is sound, the flue is free of obstructions and combustible deposits, and that basic clearances look right.

When it fits: yearly maintenance when nothing about the system has changed and you have been using it the same way.

Level 2: the deeper look

A Level 2 inspection includes everything in a Level 1, plus accessible portions of the chimney in attics, crawl spaces and basements, and a video scan of the flue interior. The camera shows cracked or missing flue tiles, gaps in mortar joints and other damage you cannot see from the top or bottom.

When it is recommended:

  • When a home is sold or transferred
  • When the system changes, such as relining, switching fuel types, or installing a new stove or insert
  • After an operating malfunction or external event that may have caused damage, such as a chimney fire, lightning strike, severe storm or earthquake

If you are buying a home with a fireplace, a Level 2 is the standard recommendation. General home inspections typically do not include a camera scan of the flue.

Level 3: when hidden damage is suspected

A Level 3 inspection is used when a Level 1 or 2 suggests a serious hazard that cannot be evaluated without removing parts of the chimney or building, such as a section of chimney wall, a chase cover or interior finishes. It is less common, and it should only be done when the findings justify it.

What you should get afterward

Whatever the level, ask for a written report. At Blackburn, inspections come with photos and video so you can see exactly what we saw, plus findings sorted into urgent issues, items to watch and nice-to-haves. Recommended repairs are itemized and priced individually.
